Completely disperse the "Carbopol" 941 in the methanol and neutralize the dispersion with the amine. Stir in the powdered steel.
While the "Carbopol" resins are not generally useful as film forming agents or binders, the Carbopol 941/di-n-butylamine salt is very effective as a binder in this case. In this alcohol system, the di-n-butylamine salt is very effective as a binder in this case.
